Shrink pageup/pagedown steps on the surface

I've been seeing some issues with panning recently but they clear up the moment I focus on them. Perhaps the configuration gets into a bad state at some point. And did I see just random keypresses randomly pan the surface when a single definition has the cursor? Or was it just slightly counter-intuitive how much I pan, and I've been seeing ghosts?
