get rid of the hack I don't understand

Current state:

The topmost pane with a title in each column starts too high and overlaps the thing (column header or pane) above it.
As you pan slowly up, footers sometimes pop into view only when some part of the pane body is rendered.
As you pan slowly down, titles sometimes pop into view only when some part of the pane body is rendered.
