stop sending keys to non-editable maximized pane

Now non-editable maximized mode is a lot less useful. You can't scroll either with keyboard or with mouse. Still the lesser evil, though; you never want to modify the file in non-editable mode. Maybe non-editable maximized mode is not worth keeping? Complicates things a lot.
