After some more thought, reallow racial ancuses, but only orcish ones.

The giant clubs are the only really ogreish weapons, and the ancuses that ogres start with are effectively their small clubs. Besides, orcs already make small clubs, so they should occasionally make larger ones.
Also, disable dwarven clubs and ancuses.
