change: avoid crash on different format versions

The current change file format version is 6, but version 4 is still present in some of pijul's older changes. Version 4 (referred to as VERSION_NOENC) had a fixed format for the author fields, which needs to explicitly implemented. Other differences might also exist, but I'm not aware of them yet.
