#49 push / pull don't actually accept `-- changes...` argument

E.g.:

$ pijul push to -- change
error: The argument '<to>' was provided more than once, but cannot be used multiple times

USAGE:
    pijul push [FLAGS] [OPTIONS] [to] [-- <changes>...]

For more information try --help

pijul pull behaves similarly.

This was caused by a problem with the order of arguments. The argument parsing works now, but the changes argument still doesn’t actually do anything.
