Make tracer beams call stop_attack_prompt() for foes as well as for

friends, to check for attacking foes while in sanctuary. The way it's done means that if you or an enemy is in sanctuary and the beam also passes through an ally then it will prompt you twice, once for the first friend and once for the first foe, but that shouldn't be too much of a problem.
